1992年4月3日，全國七屆人大五次會議通過r《關于興建長江三峽工程的決議》，從此完成了三峽工程的立法程序，轉入實施階段。1994年12月14日，李鵬總理向國內外宣布：“今天，三峽工程正式開工了!”

在中華民族歷史上，治理長江三峽由來已久。在古代，有巫山神女協(xié)助大禹治水和西陵峽中神牛助禹開江的美好傳說。在近代，孫中山率先策劃利用長江三峽水能資源。美國薩凡奇對長江三峽水能資源“一見鐘情”?！笆澜绲刭|之父”繆勒和“中國地質之父”李四光曾來長江三峽進行地質考察。早在1946年，中美專家合作在美國丹佛研究并設計三峽工程和船閘。1956年7月，毛澤東暢游長江，寫下了名詞《水調歌頭?游泳》，描繪了“更立西江石壁，截斷巫山云雨，高峽出平湖”的三峽工程宏偉藍圖。新中國成立以來，毛澤東、周恩來、劉少奇、鄧小平、江澤民、李鵬、喬石、李瑞環(huán)等曾來三峽工程壩址和工地考察、規(guī)劃及視察。

三峽工程為混凝土重力壩，壩長1983米，壩頂總長度3035米，壩頂高185米，正常蓄水位175米，總庫容393億立方米，其中防洪庫容221．5億立方米。每秒排沙流量2460立方米，泄洪壩段每秒泄洪能力為ll億立方米。共裝機26臺，單機容量70萬千瓦，總容量1820萬千瓦，年平均發(fā)電量847億度。左岸的通航建筑物，年單向通過能力5000萬噸。雙線5級船閘，可通過萬噸級船隊。單線一級垂直升船機，可快速通過3000噸客貨輪。水庫最終淹沒耕地 43．13萬畝，最終動遷移民113．18萬人。

按1993年物價水平計算，三峽工程靜態(tài)總投資954．6億元，其中樞紐工程500．9億元，移民安置300．7億元，輸變電工程153億元。采取“一級開發(fā)，一次建成，分期蓄水，連續(xù)移民”的建設方案。三峽工程總工期為17年。按“5．6．6”的進度安排，分三期施工：一期工程5年，1993年至1997年大江截流；二期工程6年，至2003年第一批兩臺機組發(fā)電，永久性船閘和升船機投入運行；三期工程6年，每年有4臺機組投產，到2009年三峽工程全部建成。

三峽工程有許多技術指標居世界同類工程之首：世界最大的水力發(fā)電站(裝機26臺、單機發(fā)電機組70萬千瓦、裝機1820萬千瓦、年發(fā)電量847億度)、世界最大的混凝土壩(體積1527萬立方米)、世界最大的通航建筑物(船舶3000噸級、提升總量1．18萬噸、最大提升高度為113米)、世界最大的主體工程土石方開挖量(10260萬立方米)、世界最大的土石方填筑量(2930萬立方米)、世界最大的混凝土澆筑量(2715萬立方米)和世界最大的金屬結構安裝量 (28l萬噸)。

三峽工程竣工后，將發(fā)揮防洪、發(fā)電、航運、養(yǎng)殖、旅游、保護生態(tài)、凈化環(huán)境、開發(fā)性移民、南水北調、供水灌溉十大效益。這是世界上任何巨型電站都無法比擬的。

三峽工程是舉世矚目的偉大工程，也是中國歷史上自建長城、開運河以來最偉大的工程，更是中華民族飲馬長江、揚鞭三峽、奉功當代、造福千秋之開辟歷史新紀元的偉大工程。

前方轉彎處的北岸是蓮沱，南岸是南沱。1919年，李四光在英國伯明翰大學獲得了碩士學位后，回到祖國。1924年，他帶領學生對峽區(qū)進行考察，在蓮沱、南沱和廟河一帶確立了含義明確、界線清楚的震旦系標準剖面，正式建立了震旦系，寫出了《長江峽東地質及峽之歷史》一文，使我國地質研究走在世界前列。
