與哥哥福堂的稍顯“負面”的形象不同，福軍竟然是個“完人”：為人正直，有能力，經常深入基層，時刻把百姓的疾苦放在心上，從不計較個人的得失。當然，身處官場，福軍在工作中自然也遇到了各種阻力，甚至被排擠。直到遇到了伯樂――新上任的省委書記喬伯年，福軍才被破格提拔為黃原地區(qū)行署專員，也就是地級市的市長，從而在波瀾壯闊的改革中突破層層阻力，大展身手。

福軍的政績和能力自然無需多談，讀者也往往為這樣的官員擊節(jié)叫好。只是如果我們從背后的邏輯看，還是有些東西值得思考。

一個體系不成熟的機制里，往往人們會期待“青天”的出現，過去有包青天，海青天，現在出現了田青天。而百姓把自己的幸福生活寄托于某一個道德高尚，能力非凡的個人身上，無疑是一場賭博。而對于福軍而言也是這樣，他有幸遇到了“喬青天”，個人的政治生命也得到了超常規(guī)的發(fā)展。行文至此，我也很難下個論斷到底什么才是社會法則的常態(tài)。提到體系建設，自然上下嘴唇一碰，很容易。但千百年的“青天文化”、“貴人文化”卻又活生生地存在著，并且必將長期甚至永久地存在下去。

另外，從個人角度看，即使有了青天有了外部環(huán)境，機會也還是留給那些像福軍一樣有準備的人。我們可以看到，福軍很正直，始終把百姓的需求放在第一位，甚至不惜為此與上司抗爭。同時，福軍也很務實，經常下到第一線，了解實際情況。真正做到了“不惟書，不惟上，只惟實”。比起那些只會看上司臉色行事或者只會按照書本夸夸其談的人，福軍無疑更靠譜。
